KGB Blank Credential ID USSR/CCCP 1985

VERY RARE blank KGB agent/officer identity document - possibly for a film prop or other purpose?
It's a cloth-bound folio (similar to the material on a hardcover book) with two panels inside. The left panel would be used for a photo and stamp, the right panel would be written in with the agent's particulars. The cover is embossed with KGB in Cyrillic text.
Definitely a museum piece or something for the collector of really unusual Cold War documents.
Condition is very good considering its age, the paper inside shows a bit of wrinkling around the edges and the outside cover has a couple of white areas.
We don't have many details about this item - it might have been surplus from a film or ?????
