Vintage USSR/Lenin pennant! Red velvet with yellow embroidery! 23" long!

Up for bid is a vintage pennant that appears to promote Vladimir Lenin and some type of event, slogan, or belief! We cannot decipher what the three words mean on the pennant, but Lenin is easily identifiable. The pennant is 23 inches long and about 13 inches wide at the top. There is a stiff wire running through the top of the pennant and a yellow cord is attached to hang it. We are not sure of the age of the item. Please do your own research to date the pennant.
